Three original Russian-language lists headed «Объекты, имеющие признаки бесхозяйного недвижимого имущества» ("objects having signs of ownerless immovable property"). They are the annexes to Orders Nos. 243 (flats), 244 (individual houses) and 245 (non-residential buildings), all dated 19 August 2026. The text of the orders themselves is not held. The lists are published in full and unaltered, with every address, flat number and cadastral number, because an owner or their representative needs the exact entry to recognise their property and act on it. The files have been re-saved with document metadata removed.

Listing is the first formal step of the procedure by which the occupation authorities take homes into municipal ownership. Under the DPR law and the federal law on "ownerless" dwellings (DOC-160), a dwelling shows these "signs" when it has gone unpaid for a year, is not registered in the Russian property register and is not in use. In practice this describes the homes of Ukrainians who fled the siege of 2022 and cannot register their property without a Russian passport. Order 243 lists 345 flats, all in eleven apartment blocks on two streets: seven blocks on what the list calls ulitsa 60 let SSSR, with its Ukrainian name, Hrushevskoho, in brackets (227 flats), and four on ulitsa Uritskogo, bracketed as Pylypa Orlyka (118 flats). Order 244 lists ten individual houses. Order 245 lists 89 non-residential buildings, 39 of them on ulitsa Taganrogskaya, twelve without any street name. Houses and non-residential buildings are given with land-plot cadastral numbers and map coordinates. The street names show the renaming at work: the Soviet names restored by the occupation administration come first, and the names the streets carried in Ukraine survive only in brackets.

Order 244: individual houses

Ten houses on vulytsia Tramvaina (Nos. 26, 32, 34, 40), Tramvainyi lane (No. 7), Ladyhina (Nos. 27, 29), Hodovykova (No. 4), Matrosova (No. 18) and Haidara (No. 11), each with the cadastral numbers of the house and its land plot and map coordinates.

Order 245: non-residential buildings

89 buildings. The largest group, 39, is on ulitsa Taganrogskaya; others are on prospekt Nakhimova, ulitsa Nikolaevskaya, prospekt Metallurgov, ulitsa Przhevalskogo, prospekt Stroitelei and bulvar Shevchenko. 26 have no street number (б/н), and twelve give no street at all, three of them marked only as a landmark (ориентир). Every entry carries a building cadastral number and most a land-plot number and coordinates, so each building can still be located; only four give an area.

Note

These lists continue the series of Mariupol "ownerless" lists from October 2024 to June 2025, which TOT Insights has compiled in its Mariupol property dashboard. Listing is not yet transfer: the procedure gives a period in which an owner may come forward, after which the municipality applies to take the property into its ownership. An owner abroad or in government-controlled Ukraine can only come forward with Russian documents.
