Evidence from Russian Occupation Administrative Records, October 2024 – June 2025

Date: April 2026
Data coverage: October 2024 – June 2025 (20 snapshots)
Source access: Centre for the Study of Occupation monitoring
Key findings
8,526 residential properties registered as ownerless across four Mariupol districts (January 2025 snapshot)
90.7% of residential registry classified as exhibiting full signs of бесхозяйность (ownerlessness)
2,220 owners successfully reclaimed properties by submitting title documents (November 2024) - a 20.6% reclamation rate
~460 unique commercial properties in the parallel non-residential seizure registry, tracked across 20 monthly snapshots (Oct 2024 – Jun 2025)
Median commercial property: 70 sqm - predominantly small retail; shops, hairdressers, pharmacies, cafés
Methodological notes
Address format changes between commercial snapshots (abbreviated vs. full street names) inflate apparent new-entry counts; unique property figures use most-recent-snapshot deduplication. Port City shopping centre (90,000 sqm) is excluded from all area calculations - it is 1,286× the median property size. The residential and commercial registries are separate administrative instruments and are not aggregated.
