Eight days after Russia declared martial law in the four regions it claimed to annex, the occupation education ministry in Melitopol ordered its staff to stop using Ukrainian mobile numbers for work, including messaging apps registered to a Ukrainian number. In the autumn of 2022 many residents of occupied Zaporizhzhia still held Ukrainian numbers, and messengers registered to them were a main channel to colleagues, schools and relatives on the Ukrainian side. The order uses the martial-law decree as its basis and "the protection of information" as its stated purpose. It shows communications control applied first to the occupation's own administration, as part of moving the region onto Russian networks.
