This document establishes the Regulations governing the Ministry of Education of Zaporizhzhia Oblast as a body of the Russian Federation occupation administration. The regulations set out the Ministry's mandate, its functions in supervising and licensing educational institutions, implementing federal state educational standards, overseeing the training and certification of teachers, managing preschool and school-age education, and coordinating the curriculum transition from the Ukrainian education system to the Russian federal system. General provisions
The Ministry of Education of Zaporizhzhia Oblast (hereinafter "the Ministry") is a body of executive authority of Zaporizhzhia Oblast exercising functions in the sphere of education. The Ministry operates in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation, the Charter of Zaporizhzhia Oblast, laws and other regulatory acts of Zaporizhzhia Oblast.

- Implementation of federal state educational standards across all levels of general education in Zaporizhzhia Oblast.
- Supervision, licensing, and state accreditation of educational organisations operating in Zaporizhzhia Oblast.
- Oversight of the language of instruction in educational organisations, in accordance with federal legislation on the state language of the Russian Federation.

Analytical note — education as integration instrument
The function of "oversight of the language of instruction" in accordance with Russian federal legislation is the legal basis for the elimination of Ukrainian-language schooling in occupied Zaporizhzhia. Under Russian federal law, Russian is the state language; Ukrainian has no protected status. The Ministry created by these regulations is the institutional body through which the language, curriculum, and ideological reorientation of education in occupied Zaporizhzhia is administered.
