Resolution 61-1 is the occupation authorities' main scheme for paying people whose homes were destroyed or damaged in the fighting, including the siege of Mariupol. It approves five regulations: payments for lost houses, repair of damaged houses, compensation for lost essential belongings, payments for lost or damaged flats, and a model regulation for the damage commissions set up in every local administration. The scheme is open only to citizens of the Russian Federation, and every application requires a Russian passport. Each applicant is checked with the interior ministry: anyone who fought in Ukraine's forces, and anyone who after 11 May 2014 served in a Ukrainian state body, the prosecution service, law enforcement, the security services or the armed forces, or was appointed a Ukrainian judge, is refused, unless they now serve the "DPR" or have taken Russian citizenship. A lost home is paid for at 35,000 roubles per square metre, and a lost flat only up to a norm of 33 m² for a single person. A damaged flat is paid at 7,000 roubles per square metre. Applications close on 1 October 2025. The money comes from federal transfers under a Russian government resolution of July 2023. Resolution 38-7 of April 2024 raised the rates to 45,000 and 10,000 roubles, tied the repair payment to the assessed percentage of damage, moved the scheme onto the federal programme for the "restoration" of the four occupied regions with co-financing from the DPR budget, and stopped offering replacement flats from the republic's housing stock to new applicants. For a Ukrainian whose home was destroyed, compensation therefore depends on taking a Russian passport and on never having served the Ukrainian state.

Resolution No. 61-1 of 7 August 2023
Basis. The Russian government's rules for inter-budgetary transfers in 2023 to 2025 to co-finance "in full" regional payments to citizens whose homes were lost or damaged "as a result of military actions" (Resolution No. 1187 of 21 July 2023).
Point 1. «…гражданам Российской Федерации, жилые помещения которых утрачены или повреждены в результате боевых действий…»: measures of social support are given to citizens of the Russian Federation whose homes were lost or damaged, or who lost essential property, in the fighting in the DPR.
Points 2 to 7. Approves five regulations (Annexes 1 to 5) and orders every local administration to set up a damage commission on the model regulation.
Who is paid, and who is refused
| Rule | Content |
|---|---|
| Citizenship | Payments go to citizens of the Russian Federation. The documents required begin with "the passport of a citizen of the Russian Federation" and proof of registration at the lost or damaged home. |
| Ownership | Owners, people holding documents that under Russian law are grounds for registering ownership, and registered family members, provided they own no other habitable home of more than 33 m². |
| Vetting | On receiving an application the social protection body obtains information on whether the applicant took part in the fighting in Ukraine's forces, faces a war-crimes judgment or prosecution, or "after 11 May 2014" served in state bodies, the prosecution service, law enforcement, the security services or special services, did military service, or was appointed a judge "of Ukraine or another foreign state supporting Ukraine's hostile policy" towards the DPR, LPR, Kherson or Zaporizhzhia. |
| Refusal | Any such information is a ground for refusal. The exclusion does not apply to people who serve in the corresponding bodies of the DPR "or who have entered the citizenship of the Russian Federation". |
| Deadline | Applications for lost belongings and for flats are accepted until 1 October 2025. |
Amounts
| Loss | Resolution 61-1 (2023) | After Resolution 38-7 (2024) |
|---|---|---|
| Lost individual house | 35,000 roubles per m² of the house's actual area, paid through a certificate (Свидетельство) for buying or building a home | 45,000 roubles per m² |
| Lost flat | 35,000 roubles per m², within a norm of 33 m² for a single person, 42 m² for two, 18 m² per person for three or more, never above the lost flat's area | 45,000 roubles per m²; replacement flats from the DPR housing stock no longer offered to new applicants |
| Damaged flat | 7,000 roubles per m² of the flat's area | Area × damage percentage ÷ 50% × 10,000 roubles |
| Damaged house | Repair payment calculated at up to 7,000 roubles per m² (Annex 2) | Area × damage percentage ÷ 50% × 10,000 roubles |
Resolution No. 38-7 of 11 April 2024
Point 1. Replaces the basis of the scheme with the Russian government's rules for subsidies to the DPR, LPR, Zaporizhzhia and Kherson under the state programme "Restoration and socio-economic development" of the four regions (Resolution No. 2255 of 22 December 2023).
Points 2 to 5. Financing now comes from a federal subsidy and the DPR budget, and the words "in full" are deleted. Raises the rate for lost homes from 35,000 to 45,000 roubles per m² and for damaged flats from 7,000 to 10,000, with the payment scaled to the percentage of damage found on inspection.
Point 6. Each damage commission has at least five members, appointed by the local administration and drawn from public bodies, enterprises, the public and administration staff in housing, construction and social protection.
Point 7. Payments already awarded but not yet made are recalculated at the new rates without a new application, by 1 June 2024.
Point 8. «…компенсационное жилое помещение… с даты вступления в силу настоящего постановления не предоставляется»: a replacement flat from the republic's housing stock is no longer provided; applications filed earlier are still handled under the old rules.
