Article 276.1, the newest addition (introduced by Federal Law No. 510-FZ of 28 December 2024), is the cleanest “aiding the enemy” offence. It criminalises the provision by a foreign citizen or stateless person of financial, material-technical, consultative or “other” assistance to the enemy in activity directed against Russian security, without requiring any transfer of information — which distinguishes it from espionage. It carries 10 to 15 years. Together with Article 276 it completes the non-citizen half of the scheme: a resident who refused a Russian passport and helps Ukraine in any way now faces either espionage (for information) or this article (for any other assistance). It is a marker of how the collaboration net tightened in late 2024.

Article 276.1 — Providing Assistance to the Enemy
The provision, by a foreign citizen or stateless person present on the territory of the Russian Federation, of financial, material and technical, consultative or other assistance to the enemy in activity knowingly directed against the security of the Russian Federation (in the absence of the elements of the offence in Article 276), —
shall be punishable by deprivation of liberty for a term of ten to fifteen years, with a fine of up to 500,000 roubles (or the convicted person’s income for up to three years) or without such a fine.
Relevance to coercion in the occupied territories
The newest addition (December 2024) and the cleanest “aiding the enemy” offence. It criminalises financial, material, consultative or “other” assistance to the enemy by a foreign citizen or stateless person, without requiring any transfer of information, which distinguishes it from espionage.
