Original Russian-language document (scanned). Decree No. 1179 of the Administration of the City District of Mariupol, Donetsk People's Republic, dated 19 June 2026, signed by the Head of Administration, A. V. Koltsov. It amends the municipal programme "Development of Youth Policy in the Municipal Formation City District of Mariupol for 2026–2028" (approved by Decree No. 1753 of 14.11.2025).
The decree documents the occupation administration extending Russia's federal youth-policy and patriotic-ideological infrastructure into Mariupol. The revised programme aligns a Mariupol "Youth Centre" with the recommendations of the Russian Federal Agency for Youth Affairs (Rosmolodezh), targets drawing 75% of youth aged 14–35 into youth-policy activities by 2028, funds the programme at roughly 93.8 million rubles across 2026–2028, and rewrites its activities to include "preventive work with youth at the place of residence", support for volunteers, and the "creation and dissemination of anti-terrorist content" — framing that, in an occupation context, casts resistance as terrorism while channelling young people into a Russian ideological programme.
