Initial military registration is the step at which Russian boys enter the conscription system, in the year they turn seventeen. This decree runs it in occupied Donetsk Oblast for everyone born in 2006, together with older men who should be registered and are not. It applies Russian federal law directly: the Law on Military Duty (53-FZ) and the government's Regulations on Military Registration. Medical examinations were scheduled for March 2023 at the place of residence or, for pupils and students, at the place of study, and the education ministry was told to coordinate schools and colleges. The interior ministry was to work with the military commissariats under a joint Defence, Interior and Migration Service instruction. The annex sets up 23 commissions, each chaired by a military commissar and including a local administration representative, a specialist in "professional psychological selection" and a panel of doctors, covering every district from the Donetsk city districts to Mariupol, Volnovakha and Manhush, which Russia had occupied less than a year earlier. For boys in Mariupol this was the first Russian registration cycle, nine months after the city fell.
