76.4% of IDPs rate the Ukrainian government as ineffective at supporting them - compared to 48.9% who say the same about international humanitarian organisations.
58.5% disagree that people who stayed are satisfied with Russian rule. Only 27.4% agree - yet this minority view shapes much external commentary on collaboration.
61.6% believe hidden resistance exists in occupied territories. Just 17.9% disagree - a strong signal from people who, in 48.6% of cases, still have direct contact inside.
The top three resistance actions IDPs consider worth the risk are evacuation help (46.5%), medicine supply (42.8%), and essential goods (41.5%) - humanitarian support before information operations.
